Marlborough company launches $5 browser tool for WH-347 certified payroll reports on the January 2025 layout
Certified Payroll Wizard turns a week of hours and pay into a WH-347-equivalent payroll report and Statement of Compliance for Davis-Bacon work
Archieboy Holdings, LLC, of Marlborough, Massachusetts, has launched Certified Payroll Wizard, a browser-based tool that prepares a weekly certified payroll report carrying the same information as the January 2025 revision of the US Department of Labor's Form WH-347. The service, at https://www.certifiedpayrollwizard.com, is aimed at Davis-Bacon and prevailing-wage contractors and subcontractors on federally funded or federally assisted construction projects. A contractor enters one week's workers, hours, rates, fringe benefits and deductions, then downloads a completed payroll report and Statement of Compliance. The price is $5 per weekly report, or $19 a month for unlimited reports.
Contractors on work covered by the Davis-Bacon Act or one of its Related Acts must pay laborers and mechanics at least the prevailing wage for their classification, and must submit certified payroll for every week in which they perform covered work. Each submission pairs a payroll report with a Statement of Compliance signed by an owner or authorized officer. Subcontractors submit to the prime contractor, which reviews the payrolls and forwards them to the contracting agency. According to the site's guidance, a payroll with errors is ordinarily returned for correction, and contract funds can be withheld until compliant payrolls arrive.
The form itself has changed. The Department of Labor's January 2025 revision of WH-347 (OMB Control No. 1235-0008) split the worker's name across columns 1A to 1D, replaced the old withholding-exemptions column with a (J) journeyworker or (RA) registered apprentice designation, and separated the 6A, 6B and 6C rate and fringe columns. Certified Payroll Wizard says many templates still use the retired layout, and its guide notes that a template still showing a 4(a)/4(b)/4(c) fringe election is out of date. The tool is built to the January 2025 revision.
The workflow has three steps. The contractor enters the project, contract number and week-ending date, then each worker's classification, daily hours, rate, gross pay and deductions. These are the fields the government form asks for, and each carries plain-English help text. The tool places those figures verbatim on a WH-347-equivalent payroll report and on a Statement of Compliance, and carries any fringe-benefit credit onto the page-2 credit schedule. The contractor downloads both documents in DOCX and PDF formats, and the firm's authorized officer then reviews, signs and submits them.
The output follows the January 2025 layout. It includes worker columns 1A through 1E, the (J) or (RA) worker-type designation, the 6A, 6B and 6C rate and fringe-credit entries, and the six certification statements. The Statement of Compliance carries the federal attestation language taken verbatim from the Department of Labor's form rather than paraphrased. The tool does not derive wages or rates: every figure prints exactly as entered. The only calculated cells are total hours per worker and, when the field is left blank, total deductions. Anything the form requires that the contractor has not supplied is marked [EMPLOYER TO COMPLETE].
The two file formats serve different needs. The DOCX version can be edited if a general contractor requests changes, and the PDF is formatted for submission. Contractors can regenerate a report at no charge while proofing it. The site also publishes a sample payroll report and matching Statement of Compliance generated from a fictional project, a field-by-field guide to filling out Form WH-347, an explanation of what certified payroll is and who must file, and the official blank WH-347 from dol.gov as a free download for contractors who prefer to complete it by hand.
The company is explicit about what the tool does not do. Department of Labor regulations do not require the WH-347 form itself; under 29 CFR 3.3 and 3.4, contractors may submit any form that contains the same information. Certified Payroll Wizard prepares documents that carry that information. It is not a payroll service, it does not calculate payroll or taxes, and it does not provide legal, accounting or payroll advice. It does not yet cover state prevailing-wage forms such as California's DIR eCPR, and it does not guarantee acceptance by any contracting agency; contractors are asked to confirm their agency's own submission requirements. The Statement of Compliance signature line is left blank, so the contractor's authorized officer signs and the contractor remains the party of record.
"Small contractors shouldn't have to hunt for the current form and retype the same attestation every week. They enter the week once and get pages ready for their officer to sign," said Bo Bennett, owner of Archieboy Holdings, LLC, which operates Certified Payroll Wizard.
A subcontractor with a crew on a single federally assisted job can enter that week's hours and pay, download the report and Statement of Compliance, and hand them to an authorized officer for signature. Because the tool runs in a browser and prints the figures the contractor enters, it does not replace the payroll system the contractor already uses to calculate pay.
Pricing is built around the weeks a contractor actually files. A single weekly report costs $5, paid once, and covers one project and one week, with both the payroll report and the Statement of Compliance included. Contractors filing every week can instead subscribe to unlimited reports for $19 a month, which can be cancelled at any time, with access running to the end of the paid period.
